Is this a payroll calculator?

No. It is an employer cost planning calculator. It estimates employer-paid cost components and does not run payroll or calculate employee withholding.

Why are results shown as a range?

SUTA, workers compensation, benefits, and payroll admin vary by employer. Ranges prevent false precision.

Does this include employee income tax?

No. Employee income tax withholding is not an employer cost, so it is excluded from the employer cost total.

Can workers compensation be exact?

Only if you know the state, class code, rate per $100 of payroll, and experience modifier. The default tool uses planning ranges.

How often do rates change?

Federal wage bases and state unemployment wage bases or rates can change annually. Employers should verify current notices before payroll setup.
